The silver is not tarnished it is wrinkled up from shrinking, so somehow we have to smooth it out. You can do this with a soft brass brush or a burnishing tool. A tumbler polishes well but does not take out any surface scratches, that is where fine sandpaper works the best. Working your way to three grades of sandpaper will result in a mirror finish
